Big relief news for central employees and pensioners. The long-standing deadlock over the demand for the formation of the 8th Pay Commission is about to end. The Centre has said that it is actively consulting with the state governments on this issue and an announcement on the formation of the commission may come very soon.

Recently, a delegation of Government Employees National Confederation (GENC) met with Union Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh. The meeting discussed several important issues including the delay in the formation of the 8th Pay Commission, the restoration of the old pension scheme (OPS) by scrapping the National Pension System (NPS), and the release of outstanding DA during the Covid period.

What were the issues discussed in the meeting?

1. Formation of the 8th Pay Commission

The delegation has made an urgent request for the formation of the commission. The minister has assured that an announcement will be made very soon.

2. Pension related issues

There was a demand to abolish NPS and UPS and reintroduce OPS. The Minister immediately arranged a follow-up meeting with the Pension Secretary, which was held on August 5.

3. Compassionate Appointment

Demands were made for increasing the quota, but the Minister said that it is not possible to increase the existing limit due to legal reasons.

4. Pension Restoration

The Minister rejected the demand for returning commuted pension in 12 years instead of 15 years, but the matter is under discussion.

5. Promotion and Cadre Review

This proposal was made to accelerate the career progression of employees, which the government has said will be considered.

6. Medical Facilities

Demands were made for introducing cashless medical facilities in hospitals. The Minister said that he will take up the matter with the Health Ministry.

7. JCM Meeting

A reassurance was given to ensure regular joint consultative meetings.

8. Monetization of salaries and leave of ex-servicemen

The matter is said to be under active examination.

9. Model Recruitment Rules

A proposal to bring uniform rules for general cadres like fire fighters is also being considered.

Minister’s statement

Jitendra Singh informed the meeting that the material demands of government employees will be considered seriously. He assured that progress will be made especially in the matter of formation of 8th Pay Commission. He also said that action will be taken very soon on the OPS issue.
